The wheel is decoration. Coldwater Creek is a relatively new upscale women's clothing store in Lake Sumter Landing.

Jack said...: The wheel looks like a pretty expensive feature to put in if it doesn't get some use. Isn't there a creek nearby or any other purpose for it?
