To answer your question, those people are fishing in the little lake at Steele Indian School Park. It's a fairly new park that is located on the grounds of what used to be the old Indian School at Central and Indian School Road. The whole area is now a beautiful park.
I wondered about the story behind this...now I know. Still made a great photo...you could have taken the time to make up a good story though and seen if we believed it.

I must say that the barrel with flowers is a very pretty way to block the damaged end of the pier.
I notices that boat in an earlier shot. Maybe the birds sitting on the other boats made it go crazy. MB
