An owl to scare away pigeons and gulls

On the fence surrounding the Waterfront Inn's swimming pool sits a majestic owl. It is supposed to scare away pigeons and gulls so they don't poop in the pool. Unfortunately, fake owls don't scare away pigeons and gulls. A vice principal tried this at a school where I taught. The pigeons sat on the owl's head!

  3. That would scare me away...not. I don't think they work on the flying rats either.

  8. They tried putting a blown up owl in some of the cherry trees at work to scare away the birds that ate the cherries and it didn't work there either.
